Yea im sorry, but i do not think you know or understand the entire situation!

This is an issue that has been happening for a while now.

There are indeed confirmed cases of McDonalds workers stealing these cards, aswell as hoarding them, in the past.

As Ken pointed out, when the victim / customer confronted the Mcdonalds manager, they gave them the product that it was supposed to be! The cards! And then the manager went in back and yelled at the employees to stop doing this!

That shows that this was indeed NOT the first time they had done this! Aswell as the fact that they CLEARLY did have the cards in stock! Therefore the problem certainly was not, as you said "their shipment was delayed or they ran out of them"

I mean no disrespect, but perhaps you are young and naive and don't fully understand yet, that when money is involved, people may go to great lengths to get it! Especially "easy money"! They may go so far as to steal it, if they must!

Even the very noble McDonalds employee is subject to this level of greed!
