See AllThe 35 Best Romance Anime, Ranked
Honestly, the fact neither Bloom into You or Yuri on Ice is mentioned in the all time greats section is a little baffling. I largely agree with the placement of most of these (Toradora should be top ten, but I digress). It just feels like an oversight to not have these two on the list when they are arguably best in class for GL and BL, respectively. I am as entertained by Dress Up Darling as the next person, but does it belong in the top twenty when those two aren't even on the list? Really.
However, the most glaring omission is Tsuki ga Kirei, which might be one of the most authentic depictions of young love you can find in anime. The leads are fantastically developed, have their own goals and motivations that have nothing to do with one another, and yet they each grow stronger for having met the other. It's a beautiful, self-contained story with a narrative focus often lacking in this medium. Easily belongs among the greats.
This list suffers a bit from recency bias as well despite some classic inclusions. Lovely Complex is another timeless classic not included. Kare Kano too. It's impossible to include every great show, but this list could use some revision or just plain expansion. Not a bad list by any means, though.
