I would argue that Shadows has the better graphics. Yotei does have some great scenery. However, in terms of graphical fidelity and features, has anyone seen what Shadows does at ultra graphics with RTGI ray tracing and specular highlights on the PC with a 4090 or 5080??? Its truly stunning. The last 3 games ubisoft has put out like Shadows, Avatar, and Star Wars Outlaws are truly remarkable graphical masterpieces. Yotie looks like a painting sometimes yes but when you get right up close to it there isn't much going on or different about Yotei and Tsushima. The scenery looks great far away but up close its still looks like a PS4/PS5 game. While shadows looks its going to melt PC high end graphics cards. Shadows is just on another level.
