I was able to get all loot by going to the tower first, then the cave north. Before talking to him at the rubble spot, I shot him and the 3rd loot bag was still full with the M10, sight, and suppressor. Maybe the key is to avoid talking to him so it doesn't despawn the loot. If I went to the cave last, then the loot was gone (just ammo and no gun).
