1) Revealing outfits placed on Lin had a censor that made them look like she was wearing black shorts/shirt underneath. I think it would have been cuter if they made it white, but that might have clashed with the outfits too much (or been too easy to make her skin tone that color and negate the censoring).
2) The western release removed the bust slider in the character creator so all females made had the exact same bust size, meaning you couldn't make your character a carbon copy of Lin and parade her around in revealing outfits (I put Murderess in those outfits, but that was spite).
3) Some fans are concerned XBCX:DE will feature further censored content and I don't know about that... They MAY but if they pull the trigger on that, they have already had a conversation about how it'll negatively impact sales... But it may be something higher ups at Nintendo force MS to comply with... We'll just have to wait and see. I do kinda think the bust slider will return, but no chance they uncensor Lin (which was weird that that wasn't a thing in the JP version, but w/e).

After re-reading the article, I think there's a 100% chance Lin will be censored in the Japanese release of Xenoblade X:DE. The video doesn't show anyone in alternative outfits so there's no telling on any of that, yet.

So, about that note at the bottom of the XBCX:DE page:
1) I'm always anti-censorship, but in the case of Lin, I have no problem with it. In fact, I thought some of the censored attire was cuter with the censoring than what it would have been without.
2) they may allow the breast-slider back in the game. Just because it's based on the American version of XBCX doesn't mean it'll keep everything it had, previously.
And, on that note:
3) I do not find myself concerned with the censorship of this one. Them leaving the slider out would be, imo, a bad move, but also, I played the XBCX version and enjoyed it immensely without it. I have little doubt it will have any meaningful impact on how much I, personally, enjoy the game. That being said,
4) I think that if players genuinely want the feature back they should voice those concerns to NoA and MnSf. If someone reading this decides to work on that, keep in mind that being rude/foul-mouthed/gross/etc. About it will be counter-intuitive to what you're trying to achieve and will likely end in you getting blocked by those companies which will prevent your voice being heard by them.
5) I haven't read anything about this from any official sources, leakers, or anyone who might have some insight into the matter, but I've seen a few people voicing concerns about Monolith censoring outfits that were not previously censored. Now, I don't know anything about that but, considering how extensive XBCX's fashion was on the Wii U, how much backlash they got for censorship in the original, and how much backlash has already been generated over the issue that has yet to REALLY be touched on... I don't think that's gonna be a thing.
I AM kinda 50/50 on the slider because the whole reason it was removed was so people couldn't model their avatar after Lin and parade her around in the uncensored outfits. We'll see.
