I watched it last week (probably why this article popped up in my feed, dang targeted marketing). Is pretty enthralling. Don't expect many actual plot points... Definition of a slow burn examination of the feelings of people surrounding one main event. Well done, though for sure.

His name is Battōsai the Manslayer. The entire second half of the series is about the psycho that seceded him as royal assassin trying to overthrow the new Meiji Western-influenced government while trying to break Kenshin from repressing his killer instinct and keep the way of the sword alive.
