When you consider the rudimentary timeline in Pokémon games, you have to admit that Rotom's purpose is fitting. It started as an encounter inside the mansion because the world had not yet discovered it. As technology has evolved with our world, it only makes sense that the handy Pokémon would be put to use as a smartphone—the Pokémon world is evolving at the same rate as ours, but they need their own spin on things. Besides, at this point, Rotom is a mainstay. Arceus only used the Arc Phone because it was in the past.
