If you've read the Manga you would realize how far off the ball you are.
I was actually sort of confused by the manga a bit. But it suggested that this guy was the same guy as the ice monarch? It stated monarchs can't be shadow extracted and this guy was the same character as the ice monarch. I didn't quite understand it in the manga how he's related to the ice monarch character but I thought they were trying to refer them as being the same person.
