You’re actually able to get the kid down from the pillar by first talking to the Gestral in the ground nearby, it doesn’t require the Wooden Stick to get him down.

While they do respawn a few times, they will eventually stop spawning and the crystals will only spawn the smaller teeth, even after destroying and respawning the crystals.

Those are the level caps to aim for for each skill. While going beyond them still offers a boost, the overall benefits greatly slow down after going above the second number. Consider the first number a minimum, while the second number is the maximum.
