There wasn't anything wrong with this encounter considering the wider context of the series. And this is from a longtime Jill fan. Her 3R iteration was more trope heavy if anything, trying to convey her as some hard charging super cop who nonetheless was routinely calling on Carlos for help in stark contrast to her far more independent nature in the original. Jill is fine in 5, the reasoning behind this supposedly being an issue is shaky at best.

This side story argument is weak. The only side story games in RE were things like Survivor, Outbreak, and the Revelations titles. RE 2 informed later entries as to larger conspiracies involving the government and rival companies and RE 4 had direct threads to 5 by way of the Plagas parasites which Wesker used to subjugate the militia and townsfolk in Kijuju to use as cannon fodder.

The current iteration of RE sort of disallows even legacy characters just being overdone powerhouses. Even with the sort of armaments and melee moves the older characters possess, it is still entirely possibly for them to be overwhelmed. If the aspect of the leak saying that Leon and Jill are infected pans out, that's another angle for compromising their capabilities sporadically or gradually over the course of the game.
