Having played all 39 specs to a significant degree, this is a big loss in my eyes.
I understand inconsistencies in specs interrupts, some are ranged, some are melee, variations in CD, costs, rewards for successful interrupts for some, and other differences.
EVERY spec should have access to these tools in some capacity, however. Healers all being reduced to say a 30/45 ranged interrupt seems fine to me, but removing them for some and not others seems like a terrible idea, we've come so far with agency and toolkits already, that balance is starting to at least make sense.
This demolishes that sense of balance, I understand that they don't want healers to feel pressured to participate in interrupts, but removing an effective tool isn't the answer, and it's not the answer for ability/complexity pruning either.
Talented micro-interactions with abilities is the culprit, not the broad scope of healers doing something active during a fight.
