Not necessarily, a lot of games are playable without internet.
You won't have the update or dlc, but if the game is on the disc at it's 1.0 version and playable, that's fine.
It doesn't download anything, just installing from the disc, because disc storage is too slow for modern game, so it needs to be on the internal storage of the console, that's it.
Games that needs internet to install and/or play, need to die. It's not because it's a trend now that's a good thing, you will all cry like babies when you favorite game's server will shutdown (like me with The Crew 🫤)

I also play on console sometimes for some exclusive games, physical copy are really important here because there is no competition on digital store like on PC.
On PC you can buy on Steam, Epic Games Store, GOG, Uplay, EA App, Microsoft Store, you have the Game Pass... And more.
On PlayStation you have the PS Store and that's it, that means if they get rid of the physical discs, they could set the game at full prices, with no discount, they will make so much money because there won't be any other way to get games, so that's really dangerous and we should do everything we can to make sure this won't happens.
The drama around The Crew also make people more afraid to buy an online only game, and make the game preservation aspect more important to players in general.

I'm also going to skip the game. I'm on PC, so it would would a Steam digital copy anyway, but just to support physical on console, I'm won't give my money to Bethesda even tho I was waiting for this game.
