Correct, and cheat Companies are already developing PC style hacks for console such as wall hacks. The problem is Activision was never proactive in their games about cheaters till it was too late.

Um blackout died on all formats because it was a pay to play Battle Royale only available on blackops 4. Unlike warzone which is a standalone free and people on both console and PC are getting bored of warzone. But you would know that if you were more than a casual player.

The problem is Activision won't ban the cheaters because they are popular within the game and some of them are big streamers and many of them are already white listed. Plus Their anti cheat isn't very good because cheat Companies have cheat updates out sometimes before Activision even patches, which leads many to wonder if there is a mole inside.

Activision never had an anti cheat for several years and they got in the ball game too late for it to have a real impact.
