Including Ultimecia in this list is a bit of a con. And if you count her, why not the likes of other main antagonists like, say, Kafka, who absorbed the power of three deities to become the literal God of Magic, or Yu Yevon, who has a considerably more powerful "aeon" than Yuna?

Unlocking Penance properly is difficult, sure. The ability to unlock him simply by paying Yojimbo a ton of Gil means he doesn't really deserve a spot on this list, IMO.
