It is not. There were several boss powers locked behind the DLC a couple seasons ago. There were even times when the entire event took place behind DLC and you had to stand around waiting for someone to go complete it so it *could* respawn in non-DLC territory. It sucked. But I got that freaking cat, and that's all that matters. 😉
