Since I'm a normal adult, of course I've never played Roblox - but this seems like an extremely easy problem to solve if they cared at all. The easy answer is the same thing it always should have been in world of Warcraft and most other online games - segregation. I see it as pretty easy to sequester everyone into 3 groups.
1 - this group submitted an ID and confirms they are an adult. They now never have to see kids chat(imagine how peaceful the barrens would have been.)
2 - this group submits either ID of a minor, or parent ID and birth certificate for the minor. Now they are in the other chat group.
Both of those chat groups exist simultaneously but can't see each other at all. If you run into someone out in the world from the other group, you can only send emotes pre programmed into the game(alliance/horde style)
Now group 3 for the tinfoil hat people. They refuse to submit an ID because the gubment watches them while they sleep and they don't want a tracking chip in their vaccine. They are permanently silenced outside of emotes. They can play the game, they just can't tell us whatever is entering their minds at any moment.
