Wind logia could still manipulate the weather. User would just gather all the clouds to make it dense then bring rain. As far as lightning goes, he could just send both cold and hot winds to mix and then separate (iirc that's how lightnings are formed with negative/positive particles separated within the clouds due to different temp).
