I think people are just misunderstanding Kaido's comment. He was talking about how the elite valued the power of Haki more than devil fruit powers. But it's because the people at the top are literally so powerful that others could easily mistaken them for having DF powers.....
But imagine if it was an ordinary person.... To the ordinary person, a fruit would obviously be more valuable than haki....
It's like how being a lot stronger physically is usually an advantage but if both enemies are equal in abilities then skill matters for who is at the top.

You are literally ignoring the fact that he just happened to have enough Haki to do that.... Like literally nobody else with Haki could do that.... You need to remember that every single one of Luffy's attacks already had Haki.
And people often forget that most of the people that need Haki are already superhuman.
They are literally superhuman to the point that people would probably not be surprised if they had a devil fruit....
Think about that for a second....
To somebody who is literally so powerful like Zoro that they could cut mountains, would a devil fruit be as valuable to someone like that... Or would it be haki that would allow him to cover his weaknesses.
It's like if you're having a battle between adults versus children.... Usually the adult will win even if the child has more skills in fighting....
Because the adult is so much more powerful....
But if it's two adults fighting, then often the skill is more valuable than and the person who's more skilled will often win because both parties are so powerful.....

You are forgetting the fact that most of the haki users that are really powerful are already powerful even without it.... Even without Haki, Luffy can take down 99% of the world....
So while it is true that it's important, we need to remember that this is only in the context of the strongest people. People on the level of Roger and Shanks and Kaido.....
But for weaker people, the devil fruit would obviously be much more valuable....
You need to remember that for the most elite people, they are literally so powerful that people often mistake them for having fruits themselves....
Like imagine being so powerful that people already believe you ate a devil fruit, in cases like that it makes sense that you would rather have haki.... It's more versatile and covers your weaknesses better
But you need to remember that it was Awakening that actually helped Luffy beat Kaido....
Honestly this kind of debate is actually stupid.... Because it's like saying what's more important skill or power....
Obviously to be an elite you would need both....
But I think it needs to be noted that if you are strong enough you can be a weaker opponent that has a lot more skill.... But to be truly elite you need to have both power and skill....
