Bethesda's Comments on Fallout's Settings are Disappointing, But Not Surprising
We already have Fallout games that are set outside the US. One of them is called Metro. They even have their version of the bottle cap currency in their MGRs (Military Grade Rounds).
What people don't seem to understand is that the creators of Fallout hit a near-perfect note with the strange 1950s/atomic/post-atomic setting. The likelihood that they could manage a similar feat with a whole new culture is vanishingly small. It would almost certainly be a huge disappointment to fans, which Bethesda really doesn't need. As a fan, I wouldn't want them to spend 5-7 years building a game that would never measure up to the original series when they could spend that time building Fallout 5.
Maybe they could license it out and let another studio take the risk.
