Technically he does talk though. We just don't see his dialogue. People he interacts with will ask him questions and he answers, like, "what is your name?"..... "Oh it's Link?"

Plus an hour and a half to two hour movie wouldn't be good with a mute Link. He needs to talk. Just don't make it goofy like the animated series.
