Your still a vault dweller in 4. Being frozen doesn't matter. That's like saying being high on drugs makes you not a vault dweller, or being a clone of a single guy makes you not one. The vaults were all run in many different ways. You could even say that the protagonist of 4 spent more time in a vault than any other protagonist.

You 1000% are a vault dweller in the main series fallout games. It's the entire premise behind the fallout storyline. 2 might be the only one where your not considered on but that's because your a direct descendant of the first games protagonist. It's more a direct sequel than it's own individual story. And just because they were frozen in 4 doesn't make them not a vault dweller. The vaults were run in many different ways and were each their own experiment. You could say they spent more time in a vault than any other fallout protagonist. Breaking from the script is fine for offshoots like New Vegas or tactics but shouldn't be done with a main series title.
