Not to mention fans just always loved Frieza more. Not many fans like Cell. Not to say he is the worst character, but Cell always played second fiddle to Frieza. So with Cell second place, Buu pretty much hated altogether, and Frieza loved by all as the best villain, Frieza was the only logical choice.
