Dhawan's Master was really good, but I preferred Simms. Gomez had her moments but turned nice. That's something the Master wouldn't do.

10 Weakest DC Heroes To Join The Justice League

I'd like to comment on the Atom and Elongated Man. The Atom admittedly is limited when you consider his ability is shrinking. However he can also alter his weight so that even when he microscopic he can still pack the punch of a 180 lb. Man. He also has the mind of a genius physicist. The Elongated Man earned his place in the League not just for his power, but mainly for his detective skills.
