Naruto could simply have his so6p. So6p and ashura mode didn't require tailed beast since ashura had it it without tailed beasts and hagoromo chakra alone. Even when naruto first had so6p he could use it in base. Simply returning back the nerfs or giving him a new sage of six path mode with a chakra mode from the combination of remaining hagoromo chakra, sage mode and 8tailed beasts I'd good enough. Imo simply stacking all tailed chakra mode with sage mode and learning ftg would make him as strong as he was in boruto.

It would tip the naruto scaling though. We saw alive itachi fighting sasuke and when he came back he could fight kcm naruto and defeat controlled nagato that naruto and bee couldn't defeat together. If they bring him back he would simply be scaled even higher and it would affect the power scaling to the point that everyone would now start saying saying he can beat juubidara or kaguya similar to the way Sakura fans glaze her to the limit
