Maybe he is a little bit stronger than Jin Woo right now where the anime is at but he is not the strongest national level hunter that titles goes to Thomas Andre but still Liu Zhigang is the second or third strongest national level hunter.

Solo Leveling: What Happens After Jin-Woo Reaches Level 100?

Jin Woo is very strong but yes his power is limited cause he runs out of MP you can see that as he had a little trouble defeating Baran as his mp was running out and he wasnt getting any time to restore it with a potion so yes any opponent near his power will give him trouble thats why he has a shadow army under him to assist him if the foe is challenging enough or stronger than him but he is currently the strongest S Rank of Korea.
