Kevin you are correct (I've played both Dawn/Dusk, great games only gripe no Lucemon SM in those despite Lucemon FM being in the game) but it was after that Japan stopped releasing Digimon games outside Japan for awhile. A few games were only JP exclusives, 2 I can think of were Digimon Story Lost Evolution (the successor to Dawn/Dusk) and Digimon Xros Wars blue and red. Digimon Cyber Slueth almost became a JP exclusive itself but the Digimon ww fanbase rose up in uproar and started petitioning for it to become localised. The campaign was successful after Japan noticed that Digimon was still popular elsewhere so Cyberslueth was released ww as well.

Digimon all the way had the better anime. Pokemon was the same stuff every season, every region. Catch Pokemon, fight gyms become the very best... With the same main character every time. Digimon changed every season, new cast, new settings, new ideas.
As for Pokemon beating Digimon in reviews for the games, that's natural. Pokemon is the more popular IP and critics will always score them higher than Digimon which only churns out a game every few years. I don't care about the scores. Pokemon didn't beat Digimon imo. They churned out the same bland subpar stuff they always do. Time Stranger on the other hand delivered on graphics, gameplay, and storytelling. You compare CyberSlueth/HM to Time Stranger and you see vast improvements across the entries. Pokemon you see more or less the same thing just a few tweaked gimmicks but more or less the same bland stuff they have been throwing out the last couple years. Digimon won in my book
