There's a glaring problem with this idea, Nemesis is like a year away at the end of Forbidden West. Clones require normal gestation rates and age normally, there's not a single mention of any tech to accelerate the process. They're not going to fight with a bunch of clone babies.

Aside from Bayek, who could've still have a lore reason in he still had whatever gene could let him access it, the eagle was essentially an ability of demigods who were much more closely related to the Isu and that's how it should be treated IMO. It makes sense for not everyone to have it just like Yasuke doesn't have eagle vision or how Naoe's differs.
