So...the Smeargle Emblem does NOT need those specific card, just one of each of a full art energy type sans dragon. When I got mine, I had Skarmory EX, Shuckle EX, Magby, Delibird, Wobbuffet, Ampharos, T-Tar, Gligar, and Stantler. And of course, the Smeargle. So I think it's not tied to the cards, but a full art of each energy type, again, sans dragon.
