Unfortunately, Dende doesn't do much after the Frieza arc, so we don't know how good his healing abilities are.

However, it's surprising not the see the almighty Senzu Bean on here.

Neva gives Goku the boost he needs to transform into the SSJ4 form. It's similar to how Goku absorbed the energy of the Spirit Bomb to obtain UI during the Tournament of Power. And after the ToP, when Goku and Vegeta are sparring, Goku claims he hasn't been able to access UI since the end of the ToP. It will be a similar situation regarding SSJ4; Goku will have difficulty transforming into SSJ4.

As for why Goku doesn't use SSJ4 in Super, he doesn't need to. Once Goku obtains God Ki, he basically doesn't use the higher standard SSJ forms unless he is testing his opponent. Ex: Goku uses SSJ2 when sparring against Zamasu and Future Trunks, and also during his first encounter with Goku Black. Goku uses SSJ3 briefly during his spar with Future Trunks as well as against Caulifla in the ToP. Most of the time Goku either uses the basic SSJ or SSJ Blue forms. In fact, if anything, this proves that SSJ4 is inferior to the SSG forms.

This list is subjective at best. Here's why:

-Gero(android 20) stated that he was stronger than 19

-16 should be ranked higher than Super 13, and possibly above 18 assuming 18 didn't get stronger like 17 did

-If Super 13 is used despite being a movie only, why not have Super 17 from GT?

-17 can be arguably above both Gamma 1 and 2, depending on how he's scaled

-Why isn't Cell on this list? Or even Cell Max? Cell max should easily top this list
