He is literally saying there is no evidence of dragon having god fruit of storms

Let's think about it what if that storms was just a coincidence and dragon doesn't even have a devil fruit he is just great at leading the revolution

As it is not confirmed that dragon has devil fruit

It is my speculation as oda has been doing these things from way back then
