Honestly, this game could have a formidable pve mode. The tension you speak of can easily become a game where "world pvp" transforms into matches where everyone realizes that they can no longer efficiently or safely search for loot. Tarkov became this way where it's easier to kill others for their load-out rather than taking this risk. Why do anything when you can cheese it?
This game could easily be a much better game than Helldivers 2 with exploration and mmo-like features and systems. This game has a 10-year plan. There are plenty of very difficult pve games with a lot of tension because the AI, enemy density and variety, and difficulty are ramped up. What formidable and successful game with pve was able to force pvp within a space full of casuals and consider world pvp as a core component? Isn't this the reason why they all eventually determined that it's easier to separate both modes, introduce a pvp toggle feature, provide pve and pvp servers? Arc's pvp amounts to unranked pvp matches against casuals and unskilled players. This isn't competitive or rewarding.
You can satisfy both communities with separate and meaningful progression rewards and cosmetics. This leads to formidable modes that turn into e-sports. Don't we want this for a beloved game like this? It can be a juggernaut or become as empty as Tarkov. When you make dumb decisions, it's very difficult to bounce back from the casual and mainstream popularity. Tarkov Devs are experiencing this.
