I wouldn't classify most of these as "sandbox" games - they're more "open world" games. Sandbox games should allow you to permanently shape and modify the environment like in Minecraft and Terraria.
RDR2 is one of my favorite games of all time, but it doesn't really belong on this list. You can only permanently affect the environment in a binary manner with the occasional game choice.
