The problem isn't that his goal changed, it's that they set a false precedent. "This is the story of how I became the greatest hero!" Implies that the story is about him becoming the greatest hero. Not "This is the story how I tried to become the greatest hero, but ultimately didn't succeed!" It's the same reason I'm still salty about the Pokemon anime. They set up a precedent, then didn't follow through.
