It is hard to choose the strongest Avenger, but I will always think that the Scarlet Witch is the most powerful. Dr Strange did not defeat her. She decided to give up, herself.

It is canonical in the comics that Wanda is more powerful than Carol.

Agatha All Along Really Wants Everyone To Think Wanda Maximoff Is Dead

I believe the Avengers will need help battling Doctor Doom. Doom is a mighty magic user, and, while Doctor Strange is a great sorcerer, and Wong is Sorcerer Supreme, let's not forget Agatha told Wanda that the Scarlet Witch is more powerful than the Sorcerer Supreme. The Avengers will most definitely need Wanda.
