I've been a gamer for 20 years and Control was the first game I ever played where the personal flight mechanics were very satisfying.

It felt elegant. Not sure where you felt, "frustrated getting around" but I never had any problems.

Besides it says Levitation not Flight, you aren't meant to be Superman. However, if you use Dash and Ground Slam to get around you will definitely start to feel like you are.

Ground Slam mid flight feels -sexy- and when you land? BAM! Super Hero landing. The power is tactile, instant dopamine bump.

Nexusmods has a mod that allows you to aim up with your ground Slam and it makes the flying fantasy much more complete. Try it out and see if your frustrations don't vanish.
