SS Grade 2/Ascended SS wasn't slow at all. He freaked Cell out specifically with his speed, even. It just wasn't enough of an upgrade in strength for Perfect Cell. It was better than SS in just about every way. It was just SS Grade 3/USS that had the speed problem.
