@Jon I still think Portable Ops is worth remaking despite it not being as popular. Or like I suggested, it could be released alongside Peach Walker. Also PW was also on Xbox 360 as part of the remastered collection. Very true about the engine though, it would work for both games perfectly. As an MGS fan, I wouldn't mind if they did an MGS1 remake but it does seem like they want to appeal to new fans mostly so they'd need to follow the timeline somewhat.

No, I don't think MGS2 will be next. If they are going for a new audience that haven't played MGS then it might make sense to develop the remakes in chronological order. I'm assuming they are ignoring MGSV since it still looks and plays well despite being 10 years old now. MGS Portable Ops should be next, a ground up remake would be pretty good. It had a very good story that has mostly been confirmed as canon now. They could release that alongside a Peace Walker remake since they are both shorter games, then do an MGSV Remaster since it doesn't need a complete remake. From there they could ignore MG and MG2 since a lot of the stuff in there isn't relevant to the MGS story. Going straight to MGS1 would be a good idea then MGS2. Finish it all off with an MGS4 remake which by this point would probably be well over 20 years old so could do with a modern update.
