Whitewash lmao. The initial designs of the early show are darker because Oda never released colored versions of the characters super early in the series hence why robin and Usopp were so dark. So the anime staff just had to guess at their skin color until oda released color versions showing they were white/light skin but it was mostly fixed after the time skip. So not whitewashing if the early designs were just wrong
