I did some digging and found out the missing promo #8 is an alternate art of the pokedex, see screenshot. I found it by checking related cards. It says that it is will be from a campaign. Similarly, there are upcoming promo cards for blastoise, Pikachu, squirtle, charmander, eevee, and snivy. Some are wonder pick, some are from promo packs.
