Squaresoft's greed is definitely what caused the most problems with the game. $20 day 1 DLC of a couple of cat scenes, or $30 for that and a 2 week prerelease of the first two chapters, the second of which has a huge reveal, was pretty disgusting. I almost didn't buy the game. I expect it did turn people off.

The whole point of LIS 1 according to DONTNOD themselves was the transition from adolescense into adulthood, and learning that sometimes there are no good choices.
It wasn't about Chloe. It was about Max growing up.
From a narrative perspective, the two of them breaking up makes sense, as the story is not fan fiction. High school relationships almost never last. And Chloe, whi struggles with loss, specifically told Max that she didn't want her mother to die in a diner, which Max ignores in the BAE ending, because she couldn't let Chloe go. That is something Chloe would have struggled hard to move past.
If they were truly respectful of the previous game, Chloe would be dead at this point, regardless of whether BAE or Bay was chozen, because Max had stopped using her rewind power. Since the timeline was constantly trying to correct itself (which is why Chloe was shot three times in one week, by three different people), Max's rewind power would have been necessary to keep her around.

It makes sense that they are not together. It is extremely rare that high school relationships last. Also, Chlie struggles with loss, and specifically told Max that she didn't want her mother to die in a diner, which Max ignored. Chloe would likely have had strong feelings about this, which she would have needed to move past, which would have been really hard to do if Max herself was too focused on the past...which she told Safi was the issue between them.
Considering Chloe texts Max after the storm, it's possible she will be back. And if the games are following the comic series, as they seem to be, it is possible she could show up even if the Bay ending was chosen.
