I feel like flashlight should be S tier because if like the killer is vaulting a window or breaking a pallet you can flash them as they arevulnerable (can't look away or move) and break line of sight potentially losing the chase and if they're picking up someone if you are fast enough you can flash them to blind and save the survivor
