The manga literally acknowledges this in the final arc and says "Actually. This is the story of how we all became the Greatest Heroes." Additionally, it's treated not as the popularity contest thing or rankings, this is why Stain happened and why the Hero Society broke down, because the obsession of "rank = best" was why Endeavor abused his children for either not being good enough (Toya) or to toughen them up to be #1 (Shoto).
Midoriya is also shown not in a way where he is respected for his power, but his spirit. Pro Heroes trust in him because of his unwavering dedication to be a hero with no care of the popularity to it or risk to himself. Rock Lock had no confidence in Izuku when they met but with Lady Nagant he tells her that they have to trust him. Stain sees him as a worthy hero and saves him, he has that talk with All Might about how All Might gave up being a hero because he had no quirk, when it was All Might's spirit to help that made him so great and inspired people like Stain to act as heroes. Lady Nagant betrays AFO just because when she goes to shoot Overhaul, Midoriya throws himself in danger to save him even though they're enemies.
His whole thing isn't OFA, it's the fact he inspired everyone around him to be better heroes and to be stronger. He even caps this off by telling a new student creative ways he could use his quirk to be a hero instead of waving it off. There's two elements of being a hero in this series. Power, and Personality. Midoriya for the longest time didn't have a quirk, or power to blind him like Bakugo, so he lived up to being a hero entirely on personality, him having no quirk and rushing to save Bakugo against a villain he was almost killed by which made All Might jump into the fray.
TLDR - Midoriya is more treated as an inspiration who brought out the best in everyone. The fact he's the main face of a Hero Renaissance and a new generation all who were inspired by his enthusiasm as his classmates and future peers.
