I think Jinx survived and here's why:

In the scene when she's falling down the vents, going frame by frame you can see a pink line going off to the side (shimmer). That is jinx somehow escaping somewhere on the side of the vent. Caitlyn is then shown looking in the same place down the vent and to the side. Also, in the ending scene they show us the hot air balloon thing which seemingly looks unimportant. However, in the first episode of season 1 arcane, powder spots the same one in the air and declares that one day she will ride one of those. It's basically showing us she finally managed to get on it and disappeared (as silco told her to do). Why else would they show it to us?
