Incorrect. They want a skin for Hulk who is already in the game since it is not GUARANTEED that Red Hulk is ever going to be a seperate character in the game. Doesn't require much thinking. They got the Maker, Scarlet Spider, Punisher 2099 and Space Knight Venom in Rivals and yet they aren't their own playable characters so why would it be dumb to think Hulk could get a red hulk skin?
