I love Sanji, he is my comfort character across all animes I have watched. However, I fully agree that Toei does go too far with his flirtatious nature. That being said, if you are an anime only watcher there is NO reference to Bonny's age, so Sanji is just going by her appearance. If anything Bonny is encouraging this type of behavior, as she chooses to present herself as an adult.
