Buggy and Shanks were both crew members of Gold D Roger's crew that alone having them be part of the crew to the former pirate king should have made the world goverment keep an eye on them, Buggy may seem like a clown, but that does not mean he is not dangerous, as one clown sitting pretty in a room in Arkham would gladly point it out.
