Nah, Krillin hasn't shown any feats to be stronger than Tien. At one point Krillin settled down with 18 and started a family where as Tien constantly trained. Tien also held his own for awhile against Cell's second form with only one move. Now as for the Androids, Trunks clearly stated the Androids from his timeline were vastly weaker than the ones they faced in the current one. At no point did he display feats to match any Android from 16 or beyond. Plus 18 told Krillin she is still stronger than him in Super.
