Regardless of the name, it is a remake, not a remaster.

Remaster = they took the original assets, and touched them up.

Remake = they actually rebuilt the game.

Since this game is in a brand new engine, it had to be rebuilt, thus it is a remake.

The Crash Bandicoot "remaster" is a good example for comparison. It LOOKS like a remaster (its the exact same game with all of the assets at higher quality). However, the developer had to rebuild it from scratch, so its a remake.
