brian Technically no it isn't, what you're describing is an avatar, not a ("roll" sic) role. Controlling a character alone doesn't define what an RPG is, by that determination almost any and all games are such. A character creation screen isn't really even part of the equation, as games without one can also be RPGs.

Doesn't it have two contexts in naval terms? Yes it often means the ship carrying the flag officer, but it can also mean the lead ship of a fleet / the most armed or one taking point etc. While you're correct that discounts Kirk's ship, it doesn't for Picard's Enterprise.
More to the point, the naval definition TODAY for the term is irrelevant because Starfleet is not a military organisation. This time period is far from ours in the future and is used by a scientific organisation.
Flagship can mean anything within the scope of a futuristic scientific and exploration group. The crew are not military, therefore the term isn't entirely either.
While the word may have originally been a naval term, nobody owns a word, it can be utilised for other designations.
