Suggesting that Veilguard's loot system be the "new norm" is ridiculous. The system is universally unpopular. It doesn't seem like the author actually played Veilguard.
You might find higher tier items as you explore new areas, but, loot distribution does not reflect player specialization. Looted weapons will be suitable to player class, but not to any specific specialization within the class. There is zero class -filtering of armor, helmets or accessories.
In every one of my three playthroughs my inventory was bloated with wearable gear ill-suited to my class and specialization. You are essentially forced to pick up unusable items because there is no way of knowing what will be in the chest (and/or you are a completionist).
NONE of the equipment can be sold or dropped, and inventory management is non-existent atrocious. You are stuck with everything you have found, which compounds the loot problems.
You can only truly identify an item by hovering over it, and items populate inventory in random spots, so you can't rely on any sort of order to help you. Recently collected items get a tiny marker in the corner, until you hover over them, but that's it. Thumbnails are additionally unhelpful (in both shop and player inventory) so have fun trying to sort through every piece of unsuitable armor/hat/belt/ring/amulet you've collected... Ever..., if you want to swap out equipment that you haven't just picked up.
TLDR; the loot system is awful, made worse by a horrible inventory system.
